 Post subject: Two problems that i have can anybody please help?

Alright the whole system works fine, and i like it but heres the problems:

Problem #1: Whenever someone register they get like a FAILED SENDING EMAIL

Problem #2: i can see the webpage but in the public it cant, only local, and when i change the localhost in the config in database as the IP, then it works for them and not for me, i have a router and i dont know how to fix it so me and them can see it, im btw using normal xampp for this.
