Which template is this based from, or is it not based off any?

I am trying to add an application.php but its based on prosilver and I do not know where to add the one line...

I need to find a line like this...
<li class="icon-faq"><a href="{U_FAQ}" title="{L_FAQ_EXPLAIN}">{L_FAQ}</a></li>

and add after it...

<li class="icon-members"><a href="{U_APPLICATION_FORM}" title="{L_APPLICATION_FORM_EXPLAIN}">{L_APPLICATION_FORM}</a></li>

Any ideas?
