Stupidly I deleted all the accounts on my website.

So I no longer have admin access. Normally this would be easy to fix but, my buddy who owns the site is away.

I have full FTP access and I know the details of the SQL Database but I cannot access the site cPanel or phpmyadmin.

Is there anyway of fixing this?

This is a legit concern btw. I'm not trying to hack any website or do anything illegal. Just want to fix my guild's website before my guild members cry.
