You can't anymore. It was a necessary thing to do a long, long time ago. They removed that box from the addons screen before Burning Crusade even came out.

What used to occur is that you would set a hard cap of memory that your addons could use, which was good for older computers.

In the patch that removed the hard cap, they implemented the current system that we use today, which dynamically adjusts the memory allocated to your addons, based on the load the addons are requesting.
